Economic Activities in the State Forestry Fund Directorate
• assists the Chairperson in exercising his/her rights as managing authority for state enterprises;
• proposes for approval the annual financial plans of the state forestry enterprises and state hunting enterprises following coordination with the Financial & Economic Activities Directorate and with the specialised administration directorates;
• coordinates and reports on the activities of state forestry enterprises and of state hunting enterprises related to the generation, regeneration, management and use of forests and land within the forestry fund;
• analyzes information about the activity of state forestry enterprises and state hunting enterprises;
• proposes to the Agency Chairperson detailed programmes for capital expenditure of state enterprises;
• controls, summarizes and reports on the implementation of investment policies and capital expenses made by the state enterprises;
• develops programmes and measures and prepares analyses related to the Agency's investment policy related to state enterprises;
• assists state forestry holdings and state game keeping holdings in improving their business activity and in implementing common projects in this direction;
• prepares opinions and makes proposals to the Agency Chairperson for improvement of the organisation and the activity of state forestry enterprises and state hunting enterprises;
• organises activities related to the receipt, storage and use of the annual financial statements of state enterprises;
• coordinates, summarises, controls and reports on the implementation of investment projects (major repairs, new construction, purchase of fixed tangible assets) of state forestry enterprises and state hunting enterprises regardless the origin of funding;
• proposes to the Chairperson for approval the use of internal loans and bank loans required to meet the economic needs of state enterprises;
• creates and maintains a register of real property owned by the state and entrusted for management to the Agency, its structures and specialized territorial units, and to state forestry enterprises and state hunting enterprises;
• collects and provides information about the situation and trends in the timber market and other raw material and products generated by the forest fund;
• analyzes the development of the internal market of forestry products and of the global market environment and makes proposals to form the commercial policy in the sector;
• carries out research of the forestry products market, prepares and disseminates analyses;
• controls the activity of state enterprises related to the marketing and commercial exploitation of timber;
• assists the Chairperson in exercising the State's ownership rights in trade companies with state capital share in the field of forestry and game management;
• analyzes the financial and economic condition of trade companies in which the Chairperson represents the State in the General Meeting or exercises the rights of a sole owner of the capital;
• prepares proposals to the Chairperson in connection with requests for joint ventures, use of bank loans and any property disposal activities of the trade companies with state interest;
• assists the Chairperson within his/her competences in relation to the privatisation of companies; maintains contact with the Financial Supervision Commission, the Privatisation Agency and the Post Privatisation Control Agency;
• prepares the acts for transformation of companies;
• assists the Chairperson in implementing the Agency policy to commercial companies in liquidation or in bankruptcy;
• takes the necessary action to ensure the recovery of ownership rights, compensation or offsetting of owners as specified in the Act on Compensation of Owners of Nationalized Property and under the now repealed Act on the Trasformation and Privatisation of State and Municipal Enterprises In Connection with the Transitional and Final Provisions of the Privatisation and Post-Privatisation Control Act.
